The House Committee on Appropriations is currently accepting Community Project Funding (CPF) requests—commonly known as earmarks—from Members of Congress. The deadline to submit requests to our office is April 21, 2025. If you have any questions, please contact our Washington, D.C. office at (202) 225-2406.
Community Project Funding (CPF) allows Members to request funding for specific projects in their districts. Projects must have a federal nexus and meet all legal, procedural, and committee requirements to be considered. To submit a CPF request, please click here.
Language and programmatic requests allow Members to request specific bills or report language directing agency actions, or to recommend specific funding levels for federal programs. To submit a language or programmatic request, please click here.
Please note the following:
Each Member of Congress may submit up to 15 CPF requests across all subcommittees for Fiscal Year 2026. Only state and local governments and certain nonprofit organizations are eligible to receive CPF funding. For-profit entities are not eligible. All requests must be for FY26 only; multiyear funding is not permitted. Projects must show strong community support, such as letters from local elected officials, coverage in news media, inclusion in state or local planning documents, or resolutions from governing bodies.
Only projects that directly benefit Missouri’s First Congressional District will be considered. Meetings with the Congressman or his staff do not replace the requirement to complete the formal application. All requests must be submitted through the official application form by the deadline.
As in previous years, CPF requests through the Economic Development Initiatives (THUD-EDI) account are only available to the following public entities: states, the District of Columbia, U.S. territories, tribal governments, counties, cities, towns, and other local governments, and public institutions of higher education including community colleges. Some 501(c)(3) organizations may be eligible through other accounts—please check carefully to ensure your project fits the guidelines.
The following types of projects are not eligible for CPF funding: museums, commemoratives, and memorials; swimming pools, water parks, ski slopes, and golf courses; healthcare facilities; entertainment venues such as theaters, amphitheaters, fairgrounds, and performing arts centers; projects focused solely on research or planning; and buildings for general government operations like courthouses, post offices, or city halls.
