Congressional Overview of the Appropriations Process
The annual appropriations process allows Congress to invest in policies and programs that benefit our communities. Submitting an appropriations request provides an opportunity for Congress to hear directly from you about how federal funding should be prioritized and allocated.
There are three types of requests that may be submitted during the appropriations process:
Programmatic Requests
Requests through which Members may advocate for specific funding levels for federal agencies and programs funded across the twelve appropriations bills.
Language Requests
Requests through which Members may propose bills or report language directing or encouraging specific actions by federal agencies.
Community Project Funding Requests
Requests through which Members may seek funding for specific local projects, provided the projects have a federal nexus and meet requirements established by federal law, House Rules, and the Appropriations Committee to ensure only high-quality projects are submitted.

FY27 Community Project Funding Requests
Congressman Wesley Bell will submit funding requests for important community projects to the House Appropriations Committee for Fiscal Year 2027 (FY27).
Under guidelines issued by the House Appropriations Committee, each Representative may request funding for up to 20 projects in their community– although only a handful may actually be funded. Projects are restricted to a limited number of federal funding streams, projects must be tied to a federal authorization law, and only state and local governments and eligible non-profit entities are permitted to receive funding.
In compliance with House Rules and the Appropriations Committee requirements, Congressman Bell certifies that he, his spouse, and his immediate family have no financial interest in any of the projects he has requested.
