Members of the Congressional Caucus on Diversion and Rehabilitation are committed to smart-on-crime policies that prevent crime, reduce repeat offenses, and give individuals opportunities to rehabilitate and rebuild their lives. We believe public safety requires accountability and access to the services, treatment, and support that help prevent future crime.

Communities across the country face challenges related to violence, substance use, mental health, and repeat involvement in the criminal justice system. While incarceration is necessary in some cases, diversion, restorative justice, and rehabilitation programs can provide effective alternatives for eligible individuals while promoting accountability and safer communities.

By expanding diversion programs, strengthening rehabilitation services, and supporting successful reentry, we can reduce recidivism, ease the burden on the criminal justice system, and build stronger communities. These efforts should also support crime victims and address the harm caused by crime.

The Caucus will bring Members of Congress together to advance bipartisan legislation, promote proven practices, and support federal investments in diversion and rehabilitation. Through legislation, appropriations, and education, we will work to reduce repeat offenses, improve public safety, and help individuals successfully return to their communities.
